Build a cosmetics product record

Label particulars, CPNP notification and the product information file: what the cosmetics pack checks.

DPP Shield editorial team · Updated:

Cosmetics are not under an adopted ESPR passport mandate. DPP Shield's cosmetics pack is a voluntary, passport-ready record of what Regulation (EC) No 1223/2009 already requires: the label particulars of Article 19, the CPNP notification and where the product information file is kept.

What applies today

Regulation (EC) No 1223/2009 requires an EU responsible person, notification through the Cosmetic Products Notification Portal (CPNP) before the product is placed on the market, a product information file with the safety assessment kept for competent authorities, and the label particulars of Article 19.

What the pack checks

DPP Shield validates a passport against the bundled EU-COSMETICS-READY pack, which is a draft readiness pack, plus the ESPR core checks every category shares: identifiers, the economic operator, the data carrier, substances of concern and passport availability. Required findings block publication; findings to check are flagged for review. Each finding in the console names its rule and source.

Required - blocks publication

  • The ingredient list in INCI names, in descending order of weight.
  • Name and address of the EU responsible person.
  • Whether the product carries a durability date or a period after opening: the date when minimum durability is 30 months or less, the period after opening when it is more.
  • The batch number or product reference.
  • The country of origin for imported products.

What it flags for review

These do not block publication, but resolve each one before the passport goes public.

Check - flagged for review

  • Nominal content by weight or volume (not needed below 5 g or 5 ml, for free samples and single-application packs).
  • The CPNP notification.
  • Where the product information file is kept.

Evidence to collect

Attach these in Documents and link them to the passport, or request them from suppliers.

Typical evidence

  • The product information file and safety assessment (kept restricted, for authorities).
  • The CPNP notification confirmation.
  • Label artwork with the Article 19 particulars.
  • Supplier documentation for raw materials.

Build the passport step by step

  1. Create the product with the category Cosmetics - in Products, by CSV import or from a connected store.
  2. Open DPPs and choose Create passport: the form shows the cosmetics fields together with the shared blocks (identifiers, manufacturer, materials, substances of concern, data carrier and passport availability).
  3. Enter the INCI list exactly as on the label, in descending order of weight.
  4. Choose a durability date or a period after opening according to the minimum durability.
  5. Keep the product information file and the safety assessment restricted.
  6. Attach the evidence in Documents and send supplier requests for anything you cannot support yourself.
  7. Run Validate EU and work through the findings until no required finding is left.
  8. Preview the public page, redact commercially sensitive fields, then publish.

Before you publish

Because the bundled packs are drafts, publishing needs an accountable override approved by a second owner or administrator until your platform operator activates a legally reviewed pack. The readiness score is not a legal assessment: confirm the obligations that apply to your product with your compliance adviser.

The public passport shows label information; the product information file and safety report stay with the responsible person and the authorities, and the platform withholds them from the public view.
