Footwear digital product passport

Upper, lining and outsole materials, origin, recycled content and care information.

A footwear passport preparation record should connect upper, lining, sock and outsole materials with origin, chemicals, durability, repair, care and end-of-life evidence.

Regulatory position

Regulations and applicability

The rules below do different jobs. Some are enforceable sector requirements, some establish the DPP architecture, and some announce future product measures. Each card explains the distinction.

Current requirement01

Directive 94/11/EC on footwear labelling

What it covers
Directive 94/11/EC governs material labelling for the upper, lining and sock, and outer sole of footwear sold to consumers.
What it means for the record
Store the material that meets the 80% threshold—or the two main materials when none does—against the correct component and approved label.
Planned study02

ESPR and Energy Labelling Working Plan 2025-2030

What it covers
Footwear is not included in the first ESPR working-plan product measures. The Commission plans a study of its sustainability potential for completion by the end of 2027.
What it means for the record
Prepare origin, durability, repair, chemical and footprint evidence as reusable source data, but do not present a footwear DPP or delegated act as already scheduled.
DPP framework03

Regulation (EU) 2024/1781 (ESPR)

What it covers
ESPR provides common passport architecture if a later product-specific act brings footwear into scope and sets its data, granularity and dates.
What it means for the record
Keep current footwear-labelling data as one governed input within a broader, extensible product record.

Questions teams ask

Are current footwear labels enough for a future DPP?

No. They are an important input, but future ESPR measures may require broader sustainability, traceability and lifecycle information.

What data structure should a Footwear passport use?

Organize at least four governed blocks: Model, size range and product identity; Upper, lining, sock and outsole materials; Manufacturing facilities and material origins; Durability, care, repair and end-of-life. Every value should retain its source, effective date, product level and review status.

Which evidence should support the Footwear passport?

The evidence file should cover Material and supplier declarations; Chemical and physical test reports; Facility and chain-of-custody records; Care and repair guidance. A public view can cite approved evidence without exposing restricted files or confidential data.
