Packaging digital product passport

Material layers, recycled content, reuse, recyclability, labelling and end-of-life routes.

A packaging data record should connect material composition, weights, recycled content, substances, recyclability, reuse claims and producer-responsibility information to source evidence.

Regulatory position

Regulations and applicability

The rules below do different jobs. Some are enforceable sector requirements, some establish the DPP architecture, and some announce future product measures. Each card explains the distinction.

Current requirement01

Regulation (EU) 2025/40 on packaging and packaging waste

What it covers
Regulation (EU) 2025/40 entered into force in 2025 and applies from 12 August 2026, with requirements phased according to the Regulation.
What it means for the record
Structure packaging level, material, weight, recycled content, recyclability, reuse and labelling data with market and effective-date context.
DPP framework02

Regulation (EU) 2024/1781 (ESPR)

What it covers
ESPR may affect the product inside the packaging and provides the common passport architecture, but it does not make every package a standalone DPP by itself.
What it means for the record
Keep packaging records linked to—but separately identifiable from—the product passport to prevent scope and identifier confusion.
Data to structure

Recommended passport structure

Organize the record in stable blocks so identity, technical facts, evidence and access rules can change without losing provenance.

Questions teams ask

Does every package need a product passport?

No universal packaging DPP should be assumed. Apply the packaging regulation and any product-specific passport rule that covers the packaged product.

What data structure should a Packaging passport use?

Organize at least four governed blocks: Packaging level, format, materials and weights; Recycled content and recyclability attributes; Reuse cycles and empty-space metrics where relevant; Labels, producer-responsibility and market information. Every value should retain its source, effective date, product level and review status.

Which evidence should support the Packaging passport?

The evidence file should cover Packaging specifications; Recycled-content declarations; Test and conformity records; EPR registration and reporting records. A public view can cite approved evidence without exposing restricted files or confidential data.
