Regulatory position

What it covers

What it means for the record
Reference the approved PIF and safety report while publishing only the data appropriate for public access; protect formulation and personal data.
Related sector rule02

Regulation (EU) 2023/988 (General Product Safety)

What it covers
General product-safety rules may support marketplace and incident workflows where they apply alongside the sector-specific cosmetics regime.

Questions teams ask

Can the public passport expose the full formula?

Publication must respect the applicable cosmetics rules, trade-secret boundaries and access controls. Sensitive formulation data should not be made public by default.

What data structure should a Cosmetics passport use?

Organize at least four governed blocks: Product, responsible person and manufacturer identity; Ingredient list and formulation version; Safety, claims and usage information; Batch and distribution traceability. Every value should retain its source, effective date, product level and review status.

Which evidence should support the Cosmetics passport?

The evidence file should cover Product information file; Cosmetic product safety report; Claims substantiation; Good manufacturing practice and notification records. A public view can cite approved evidence without exposing restricted files or confidential data.
